In Canada the Labour Mobility Chapter of the Agreement on Internal Trade (AIT) requires that regulators establish requirements for licensure that are primarily competency-based, and recognize that competencies may be obtained through various different combinations of education and experience. Also, regulators must utilize a competency-based approach in managing the transferability of workers between jurisdictions. Under AIT, provincial regulatory bodies are required to work together to establish a competency-based Mutual Recognition Agreement (MRA) that facilitates Labour Mobility.
